I watch movies for their Kung Fu content. I think my expectation is valid, since this movie is in the Martial Arts section. And, my rating is appropriate to the martial-arts content of this film - absolutely nothing.
But first, let me give a review of the other aspects of the movie I disliked. Half of the main characters (the three cool bad guys) don't say a word, and everyone else says too much. There is improper character development - a lot of time is spent getting to know characters that don't contribute to the plot.
There was fighting in the movie - but no valid kung fu. There was an ounce at the beginning and another in the middle, but the rest of the action was either unreasonably fakey or unskilled. Stunts (like a hand getting chopped off) looked child's play. It was like watching a Spaghetti Western without any High Noon Showdown - nay, without any guns at all! Horses, hats, and desert only take a cowboy movie so far... This movie was a loser.
